[ HR Director ]

Location : PhnomPenh
Job Responsibilities:
- Manage the HR Department staff.Directly supervise and mentor the HR & KPI Development Manager and in directly staff within the Department.
- Develop, review and implement the company’s human resources and administrative policies and procedures.
- Ensure the mid-cycle and end of cycle staff performance review process of the Company is conducted in a timely and constructive manner.
- Under the direction of COO, ensure that all OV personnel are supported in accordance with their Contracts and enforce accountability and OV code of ethics.
- Ensure important documents in both electronic and hard copy format are recorded and filed through a clear and concise reference system.
- Ensure HR files and employee records are maintained with integrity, confidentiality in accordance with legal requirements, OV policies and best practices.
- Provide support to HR and Admin site teams in all Company projects.
- Ensure the safety and security of OV personnel, contractors and customers at OV construction sites are strictly applied in workplace.
- Ensure all the company’s events such as annual staff party, staff local and international trips, Corporate Social Responsibilities (CSR) activities are well organized and completed successfully.
- Ensure that the provision of all logistical support to OV personnel is in accordance with OV’s policies and procedures. Ensure assistance provided to international employees in HR related matters is smooth and in time.
- Work closely with other Department/Project Directors, managers and employees to improve work relationships, communication, cooperation, staff morale and motivation in order to increase the company’s productivity through different team work approaches and activities.
- With support and guidance from HR Advisor to COO, manage recruitment process and reallocation of workforce to optimize the usage of human resources which will ultimately enhance the performance and productivity of the Company.
- Ensure all HR activities including staffing/resource needs and other support services are efficient and effective and are aligned with the company’s budget and priorities.
- Prepare the Dep’t Annual Work Plan,annual budget forecast, quarterly expenditure for HR and operational support activities.
- Manage staff capacity building activities including in-house/external workshops, training on technical and other relevant topics according to staff Training Needs Assessment (TNA) and corporate priorities.
- Be one of the key resource persons for the development of Company Initiatives, targets for Key Result Areas (KRA) and Key Performance Indicators (KPIs) and monitor the implementation of agreed targets set by all departments within the Company.
Job Requirements:
- University degree in HR & Administration or related field.
- At least 10-year work experience in HR &operation management.
- Experience working in a team-oriented,collaborative environment.
- Strong experience in setting up and management of Key Performance Indicators and performance evaluation.
- Ability to communicate very well in English both in speaking and writing.
- Knowledge of Cambodian Labor Law, other related laws, regulations and guidelines (e.g. Work Health and Safety,Environmental Guidelines…etc.).
- Ability to develop strong trusting relationships in order to gain support and achieve results.
- Ability to manage multiple conflicting priorities.
- Ability to understand issues domestically and communicate effectively with internal clients.
- Excellent interpersonal and general communication skills.
